Right to Energy Toolkit

Designed to help policy makers and advocates press forward in tackling energy poverty, this Toolkit covers key topics such as:

  • What do we mean by the ‘right to energy’?
  • Fundamentals of a rights-based approach
  • Principles and practical aspects of putting such a right into practice
  • Addressing the challenge of energy affordability
  • Recognising and addressing discriminatory practices

WISE invites interested parties to circulate this document widely and to use its content in their own actions and advocacy work. WISE also welcomes volunteers to expand the collection of languages available. For more information, click through to WAYS TO ENGAGE.

The Right to Energy Toolkit was developed in 2021 as part of COST Action CA16232 – European Energy Poverty: Agenda Co-Creation and Knowledge Innovation, supported by COST (European Cooperation in Science and Technology), an EU funding agency for research and innovation networks (www.cost.eu). To facilitate awareness raising and engagement of decision-makers in the fight against energy poverty, translations of the Toolkit were carried out by volunteers during the WISE Translate-a-thon in early 2025. The Toolkit is now available in 17 languages.
